The IVF Market Is Booming, but Here's Why Patients Still Can't Afford Treatment
The fertility treatment industry is experiencing explosive growth, with the global assisted reproductive technology market set to expand at a rate of 9.4% annually through 2034. Yet despite this boom, patients navigating IVF remain trapped between rising demand, soaring costs, and promises of coverage that have largely failed to materialize. A closer look at what's actually happening in fertility care reveals a widening gap between market expansion and real-world affordability.
Why Is the IVF Market Growing So Rapidly?
The assisted reproductive technology market is projected to grow from $31.42 billion in 2026 to $63.85 billion by 2034, driven by several interconnected trends. The World Health Organization estimates that infertility affects approximately 1 in 6 people globally, creating sustained demand for clinical intervention. At the same time, delayed childbearing has become the norm in developed nations, with more people postponing parenthood into their mid-to-late 30s and 40s, when biological fertility naturally declines and the need for IVF increases exponentially.
Technological innovation is also reshaping the landscape. Artificial intelligence (AI) is now being integrated into embryo selection processes, which fertility clinics say significantly enhances success rates and reduces the emotional and financial burden on patients. Preimplantation genetic testing (PGT), which screens embryos for genetic disorders before transfer, is becoming standard practice at top-tier clinics. Time-lapse imaging technology, which monitors embryo development without disturbing the growing cells, is emerging as a critical differentiator among fertility centers.
Geographic expansion is another major driver. Asia-Pacific is identified as the fastest-growing region, fueled by increasing awareness, rising disposable incomes, and the liberalization of reproductive policies in countries like China. Meanwhile, fertility tourism continues to surge in Thailand, Spain, Mexico, and India, where high-quality treatments are available at significantly lower costs than in North America or Western Europe.
What Happened to the Promise of Free IVF Coverage?
Two years ago, a campaign pledge promised that the federal government or insurers would cover the full cost of IVF treatment. That promise has not materialized into law or regulation. What did happen is narrower and more limited: fertility drug prices fell for three specific medications, and employers gained clarification on how to offer fertility benefits voluntarily.
In October 2025, the White House announced an agreement with EMD Serono, a leading fertility drug manufacturer, to sell three widely used fertility injectables at most-favored-nation pricing through a federal website called TrumpRx.gov. The deal sounds dramatic: EMD Serono claimed patients using all three therapies in a typical protocol would see an 84% discount off list prices. Gonal-F, whose list price tops $900, is now listed at $168. By May 2026, the manufacturer reported that more than 19,000 patients had accessed its fertility therapies, with patient savings projected to surpass $100 million.
But here is where the promise and reality diverge sharply. A full IVF cycle can cost between $12,000 and $25,000, and multiple cycles are often necessary. Medications represent only one component of that total, typically accounting for $3,000 to $8,000 per cycle depending on the treatment protocol. The remaining costs, egg retrieval, anesthesia, monitoring ultrasounds, embryology laboratory work, embryo transfer, genetic testing, and storage fees, remain completely untouched by the drug discount.
The discount also applies only to three specific drugs: Gonal-F, Cetrotide, and Ovidrel, all manufactured by EMD Serono. Patients whose protocols require Follistim, Menopur, or other medications must find alternative sources for those drugs, meaning the 84% savings figure does not apply to everyone.
How to Navigate IVF Costs If You're Paying Out of Pocket
- Verify your insurance first: Check whether your insurance copay for fertility medications is lower than the cash price listed on TrumpRx.gov, since the federal discount is not always the best option available to you.
- Ask your clinic about drug protocols: Request an itemized cost estimate covering retrieval, anesthesia, laboratory fees, transfer, genetic testing, and storage before signing anything. Confirm whether your prescribed protocol uses the three discounted brand-name drugs and whether remaining medications can be sourced separately, as combining sources often beats using a single provider.
- Explore multi-cycle packages and assistance programs: Ask your fertility clinic about multi-cycle packages, clinic financial assistance programs, and manufacturer compassionate care programs, which predate the federal deal and may still apply to your situation.
- Do not delay time-sensitive treatment: Fertility declines with age, and no pending federal policy changes will alter your costs this year. Anyone weighing the timing of treatment should have that conversation with a reproductive endocrinologist rather than waiting for coverage policy to shift.
What About Employer Coverage?
The second announced initiative aimed at employers has proven even narrower in scope. The federal guidance did not create a new benefit category; it merely clarified how employers may offer fertility benefits under existing rules. Participation is entirely voluntary, with no mandate, no federal subsidy, and no tax incentive attached.
One clarified pathway, an excepted-benefit health reimbursement account, caps employer contributions at $2,150, which would cover roughly one-tenth of the cost of a single IVF cycle on average. Existing coverage remains deeply uneven. Only about a quarter of employers report offering IVF coverage, and coverage is far more common at the largest firms than at midsize ones. State insurance mandates do not apply to self-funded plans, which cover roughly two-thirds of workers with employer-sponsored insurance. Medicaid does not provide comprehensive IVF coverage in any state.
"Without a subsidy, mandate, or employer incentive, the announced measures are unlikely to close current gaps in access," noted researchers at KFF, a nonpartisan health policy research organization.

Establishing a true mandate or subsidy would require Congressional action, and legislation to create a national right to IVF has not advanced.
How Have IVF Success Rates Actually Improved?
While affordability remains a barrier, the clinical outcomes of IVF have improved dramatically over nearly five decades. Live birth rates per embryo transferred have risen from 9% in 1991 to 38% in 2024 for women under 35 years of age. Since 1991, more than 1.3 million IVF cycles have taken place in the UK, resulting in an estimated 390,000 babies. In 2024 alone, over 21,000 babies were born in the UK from IVF treatment, meaning approximately 1 in 31 UK births came from IVF, compared with roughly 1 in 65 in 2004.
Female age remains the single strongest predictor of IVF success, more significant than any particular clinic, protocol, or paid treatment add-on. According to the most recent data from the Human Fertilisation and Embryology Authority (HFEA), the live birth rate per embryo transferred varies substantially by age group:
- Ages 18 to 34: 38% live birth rate per embryo transferred
- Ages 35 to 37: 31% live birth rate per embryo transferred
- Ages 38 to 39: 24% live birth rate per embryo transferred
- Ages 40 to 42: 16% live birth rate per embryo transferred

A significant safety improvement has accompanied these rising success rates. The rate of multiple births from IVF, which carries real risks for both women and babies including preterm birth, pre-eclampsia, stillbirth, and neonatal death, has fallen from 28% in the early 1990s to 3.2% in 2024, among the lowest rates recorded anywhere in the world. This improvement stems from the shift toward transferring a single, carefully selected embryo instead of several at once, combined with better hormone stimulation protocols and improved embryo selection methods.
What Does the Future Hold for Fertility Treatment Access?
The fertility industry is consolidating rapidly. Independent fertility clinics are being absorbed into large, multinational fertility networks, which is streamlining operations and expanding access to advanced reproductive services in underserved markets. Private equity investment is accelerating the expansion of fertility clinic chains across Europe and North America.
Emerging opportunities include home-based fertility monitoring kits that sync with clinical platforms for more precise procedure timing, and the integration of regenerative medicine and stem cell therapy into reproductive health. However, significant challenges remain. There is a shortage of skilled embryologists and reproductive endocrinologists, which limits clinic capacity to meet growing demand. Additionally, the lack of standardization in laboratory protocols across different countries creates inconsistencies in success rates, making it difficult for patients to compare clinics and make informed decisions.
One further consequence of policy changes has affected patients' ability to evaluate clinics. Staff of the CDC division that runs the national assisted reproductive technology surveillance system, which publishes clinic-level success rates, were laid off, eliminating a key resource patients used to evaluate one clinic against another.
The bottom line is clear: while the IVF market is booming and clinical outcomes continue to improve, the affordability crisis persists. Drug discounts and voluntary employer pathways represent incremental progress, but they fall far short of the comprehensive coverage that would make fertility treatment accessible to the millions of people who need it.
