School Smartphone Bans Aren't Helping Teen Mental Health, New Research Shows
Despite growing adoption across more than 30 states, school smartphone bans show no evidence of improving teen mental health or reducing overall screen time, according to new research from economist Henry Saffer. The finding challenges one of the most popular policy responses to the youth mental health crisis, raising questions about whether restricting phones during school hours addresses the root problem.
Why Are Schools Banning Smartphones?
Over the past decade, youth mental health has declined significantly, with research showing increases in persistent sadness, hopelessness, and suicidal thoughts among young Americans. Public health officials, including the U.S. Surgeon General, have pointed to social media as a contributing factor. The concern operates through several mechanisms: sleep deprivation, fragmented attention, loneliness, and constant social comparison. Time spent scrolling also replaces real-world activities that help young people develop social skills, navigate challenges, and build resilience.
Smartphones are the primary gateway to these platforms. Over 40% of American children have a smartphone by age 10, rising to more than 70% by age 12, with the average first smartphone arriving around age 11.6. Because smartphones are so ubiquitous and easier to regulate than large internet platforms themselves, more than 30 states have adopted some form of mandated school ban on smartphones, with additional states considering the policy.
What Did the Research Actually Find?
Saffer's study, the first to examine the causal effects of school smartphone bans on youth mental health in the United States, compared states that imposed bans with states that did not. Using data from the National Survey of Children's Health covering 2016 to 2024, which includes information on approximately 18,500 children per year across all states, Saffer assessed both total screen time and eight measures of psychological well-being.
The results were striking: overall, the preliminary statistical results provide no evidence that school smartphone ban policies reduced screen time or improved the psychological well-being of students. The declines in well-being were statistically the same in states with school smartphone bans and states without these bans.
During the study period, positive measures of well-being, such as caring about doing well in school, doing required homework, and showing interest and curiosity, declined significantly from about 95% positive in 2016 to about 82% positive in 2024. Meanwhile, negative measures worsened: being bullied, picked on, or excluded by others increased from about 5% in 2016 to 11% in 2024. Total screen time across all devices increased by approximately 30 minutes over the same period.
Why Might School Bans Be Ineffective?
Saffer identified three possible explanations for why the bans showed no measurable benefit:
- Limited Scope: School bans reduce in-school phone use, but neither Saffer's research nor other studies find evidence that they reduce total weekly smartphone use. Since young people simply use their phones outside school hours, the bans are unlikely to affect overall mental health.
- Vulnerable Populations: Declining mental health among children with limited parental support may lead these young people to turn to online contact with friends and others for support. School bans could therefore reduce mental health for these students, resulting in no observable overall effect when averaging across all students.
- Insufficient Time: Not enough time has elapsed for the effects of school bans to become apparent in the data.
The research also examined related interventions. One study looked at requiring students to store their smartphones in lockable pouches during school rather than implementing state-mandated bans. That approach substantially reduced phone use in schools and improved in-school well-being in later years, though it found no impact on test scores and little evidence of effects on school attendance or classroom attention.
What's the Bigger Picture on Teen Social Media Use?
The challenge facing policymakers is substantial. Teens average 5 hours of social media use per day, and roughly 95% of kids ages 10 to 17 are using social media constantly. The most popular platforms among adolescents are YouTube and TikTok, used by 90% and 63% of teens respectively.
The mental health stakes are significant. Use of social media for 3 hours or more per day is linked to higher rates of anxiety and depression. More alarming, children and teens suffering from social media addiction are 2 to 3 times more likely to experience suicidal ideation or behaviors. TikTok, in particular, has been flagged as the most addictive platform due to its highly advanced algorithm, with 69% of teens aged 15 to 17 using it daily.
How to Address Youth Mental Health Beyond School Bans
- Multi-Pronged Approach: Saffer notes that addressing smartphone harms will require more than in-school policies alone, drawing a parallel to how youth smoking was reduced over 30 years through a wide variety of anti-smoking policies rather than a single intervention.
- Platform Accountability: With over 3,137 social media addiction lawsuits filed against TikTok, Snapchat, Meta, YouTube, and others, legal pressure may push companies to redesign addictive features and algorithms that keep young users engaged for extended periods.
- Parental Involvement and Support: Since school bans don't reduce overall screen time, family-level conversations about healthy device use and offline activities may be more effective than school-based restrictions alone.
The research underscores a hard truth: the youth mental health crisis is complex and deeply tied to how social media platforms are designed. While school smartphone bans are popular with parents and easier to enact than regulating large internet platforms, the evidence suggests they may not be the solution policymakers hoped for. Instead, a comprehensive strategy addressing platform design, parental engagement, and broader cultural shifts around technology use may be necessary to meaningfully improve teen mental health.
